NRP Group Breaks Ground on Catalina Three Hundred Thirty Six Unit Affordable Housing Community in Travis County

The NRP Group has closed financing and broken ground on Catalina, a 336-unit affordable housing community in Travis County near Austin developed in partnership with the Housing Authority of Travis County (HATC). Catalina is planned to serve households earning between 30% and 70% of area median income, with a portion of units reserved as deeply affordable homes for households at or below 30% AMI.

Sited on a 15-acre parcel along Cameron Road, the community will include 12 three-story residential buildings offering one- to four-bedroom homes. In-unit specifications comprise stainless steel appliances, granite countertops, modern cabinetry, vinyl plank flooring, walk-in closets in all units, and Energy Star appliances.

On-site amenities and resident services are designed to support wellness and community connection. Catalina will feature a resort-style swimming pool, 24-hour fitness center, business center, a multipurpose community room with a full kitchen, a children’s activity room and playground, and extensive green space and outdoor seating. Supportive services provided at no additional cost will include after-school care, financial literacy classes, ESL instruction, and first-time homebuyer programs. A complimentary shuttle service will offer transportation to grocery stores, pharmacies and other nearby destinations.

Catalina’s location provides direct access to major thoroughfares and employment nodes: it sits under 10 minutes from Interstate 35 and roughly 15 minutes from State Highway 130, with convenient links to Samsung’s semiconductor operations, Tech Ridge and the EastVillage mixed-use development.

The project is financed through a collaborative public-private structure. Tax credit equity is provided by Huntington Community Development Corporation. Construction and permanent financing is provided by PIMCO and arranged by Berkadia. Safehold is participating as the ground lessor, marking its second ground lease structure for an affordable multifamily development in Texas. The Housing Authority of Travis County contributed $2 million to support the creation of homes reserved for households earning no more than 30% AMI.

Construction is underway. Initial occupancy is projected to begin in September 2027, with full completion scheduled for April 2028. Catalina adds to ongoing efforts in Travis County to expand the region’s supply of affordable, resident-focused housing through coordinated public and private resources.
